Sorry to bother, but I can’t figure out the full VIN from this — it must be 3GCUDHEL (some number) NG608437.

Also, how can a truck be TPW 6/13 but still not built today 6/19? Is that normal?

Correct on the vin.
And yeah, that happens quite often nowadays. Even on Vettes when those are usually on time!
My ZR2's TPW was 03/21-03/26 and it was produced on 03/29.
